nagircbot (Nagios IRC bot) announces the Nagios status on an IRC channel.

One can now set the the program to run as a particular user and group.
Adding and removing services to nagios no longer confuses nagircbot.
Stability and compilation fixes were made.
Soft errors can now be suppressed.
The bot now also responds to "resend" and "statistics" messages in a private channel.
