Texi2roff project is an unmaintained program program to convert Texinfo to troff. If you wish to work on it, feel free. An alternate approach would be to add troff output to makeinfo; this is probably superior since the Texinfo language continues to change.
Beverly Erlebacher wrote the program and made the last release in the late 1980's. William Bader produced a patch in 1996 adding numerous commands and other functionality.
Here are some key features of "Texi2roff":
several dozen additional commands are supported, including the ones in the new elisp manual.
tables of contents are generated.
index entries are emitted and a script to generate indices is provided.
file inclusion is supported (@include command)
appendices are "numbered" with letters.
a font stack solves most nested font change problems
bug fixes, some prettier formatting, and somewhat tighter code.
